Well if you are going to build them yourself you could start with something like this:

These are on ebay but Ikea sells them for $1.99 each when they are in stock. It's probably easier than starting from scratch.

You would need to add the wires and some type of little bulb shade at the end because LED only shine straight out the front and to see them from the side you need a diffuser of some sort.

I also found these LED Gloves - you could dissect it and extend the LEDs with longer wires and the spring wire fingers. Not exactly easy but it could be done:

Or, you could write to someplace like Noise Bridge, a non-profit hacker space and see if someone there will build you a pair for a set price:

I'm sure someone there would be interested.

Or find someone local to you that would be interested in making them - put a post up at your local college in the EE department. It might be something others would be interested in buying too. Or maybe try Craigs list or ?

Or I think there is a electronics tribe where folks could help you figure it out on you own if your handy.
